In 1780, Great Britain declared war on the Dutch Republic for supporting the American war effort. This led to a blockade of the Dutch coast and ultimately to the Battle of Dogger Bank in 1781. The Dutch squadron was under the command of Vice Admiral Johan Zoutman, who is mentioned on the back of the medal.
